I just want to ask if where we could find an animal shelter volunteer group?

You can ask but you won't like the answer.  After a group of volunteers challenged the city that they had all but abandoned the shelter and forced them to pay attention to it.  The City (or at least the Chief of Police) then put an end to any volunteers at the shelter.  Yet volunteers are allowed to see all our personal data at City Hall but can not work at the shelter.
